   The Downing Street Declaration followed exchanges between London and Dublin concerning the pursuit of peace in Northern Ireland. The joint Declaration was an attempt to reconcile both loyalist and republican traditions and lure the Irish Republican Army to the conference table. It stressed the British role as a neutral facilitator, rather than a country with a strategic interest in the future of the province. London was willing to accept any settlement approved by the people of Ireland, concurrently given, North and South. Dublin accepted that a united Ireland could not be imposed. But nor was it ruled out, if that was what the Irish wanted.
   Via this Declaration, both Governments demonstrated a readiness to consider negotiations with representatives of paramilitary organisations, in an attempt to bring about a lasting settlement. Although republicans rejected it, the initiative may be viewed as a major step towards their ceasefire of August 1994. The ouverture created possibilities for movement, although the road to peace was to prove long and tortuous.
